The work under the Contract includes, but is not limited to: 1. Remove specified asbestos containing materials (ACM) in various rooms within un-occupied and empty apartments and other areas as directed by the WHA. The WHA is not interested in encapsulation services. 2. Asbestos Containing Materials (ACM) include, but no limited to, the following: a. Tile and adhesive materials used to install the ACM floors. NOTE: Vendor shall use extreme caution when removing the ACM floor materials, to avoid demising the floor underlayment and creating large holes that will require additional filler material to properly install the new tile floor. Additionally: i. WHA will not allow the use of any chemicals for mastic removal. ii. No furniture, kitchen cabinets, or any other items will be present in any of the spaces before Contractor commences work. iii. All surfaces contain only one layer of ACM – floor tile or cove base. iv. Heat radiators are to remain- not be removed or relocated. v. Contractor shall exercise maximum care in order to minimize damage to any of the existing non-ACM sub-flooring. vi. A floor diagram is available for each of the apartment types. However, the WHA believes a site walk is more effective in terms of assessing the work environment. vii. Apartment units will not be occupied during the time this work needs to be completed. b. Cove Base and adhesives used to install this material (mastic) on the walls. Note: The mastic is on plaster veneer which means that some, if not all, of the plaster veneer will come off. The vendor is not responsible for the plaster However, the vendor shall use extreme caution when removing the cove base and mastic to avoid demising the wall beyond the height of the cove base. c. Pipe Insulation. 3. Removal to be carried out in a manner prescribed by all current Environmental Protection Agency [EPA] and related Massachusetts regulations. This would include, but not be limited to: a. Filing Massachusetts Department of Environmental Protection notification form [ANF-001] Note: Owner will provide the Worcester Housing Authority Blanket Notification number [lessens the period before start] b. Work area preparation and installation of barriers, sheeting, and enclosures c. Installation and operation of filtration units d. Removal and disposal of all ACM 4. Work is to be performed by Department of Labor and Workforce Development certified workers. 5. Vendor shall be responsible for the coordination of all air quality testing and monitoring, in all areas abated, for final clearance of all work. All required air quality testing and monitoring shall be performed as prescribed by MassDEP regulations. Air quality testing vendor shall be provided by and directly billed to WHA. 6. All required test results, records and logs are to be maintained by the vendor and forwarded to WHA prior to payment. Vendor shall include Air Quality test results with the invoices. 7. All work shall be started within 3 business days of notification from WHA and completed within 3 business days of the start date. 8. Pricing Breakdown - Note: All areas are contiguous. 9. The WHA shall provide blanket approval notification, to be used in conjunction with form ANF-01. Contractor shall be responsible for filing form ANF-01 10. There shall not be a minimum amount of work to be done at one time. The WHA will always try to schedule a few units or jobs at the same time to accommodate to the needs of the Contractor. However, this is not guaranteed.
