Phase 1. The consultant will recommend public engagement activities that are most appropriate for completing the SGMP. The Participation Plan should include the following: 1. Meet with County staff to discuss the purposes and phases of the Public Participation Plan 2. Review and analyze County demographic data to understand which communities and populations need to be prioritized for public engagement 3. Help identify and coordinate with local, national, and international nonprofit philanthropic resources and other institutions to supplement participation activities, including private foundations, universities, volunteer organizations and the media 4. Provide a draft Participation Plan to include the following: a. A statement of purpose b. The guiding principles for public participation c. An outline and definition of the most feasible and engaging public participation activities to support the SGMP update for diverse audiences. Activities may include: i. Individual interviews ii. Focus group meetings iii. Pop-up events iv. Charettes v. Surveys vi. Open houses vii. World cafés viii. Interactive polling ix. Tactile urbanism x. GIS-based surveys and story maps xi. Social media platforms xii. Websites d. Policies and procedures to maximize public engagement and equity in various levels of legal standing during public hearings before the Hearing Officer, Planning and Zoning Commission, and the Board of County Commissioners e. A schedule for each activity f. Cost estimates for each activity g. Strategies for identifying and empowering County staff and community members to continue public engagement and implement Community Plans h. Opportunities for student empowerment and project opportunities The consultant will revise and resubmit the draft Public Participation Plan and provide a final Public Participation Plan that incorporates recommendations and corrections made by the County. Phase 1 will conclude when the BCC approves the final Participation Plan. Phase 2. The consultant will assist the County in implementing, evaluating and refining the activities identified in the Participation Plan. The consultant may be required to help facilitate by conducting interviews, taking notes, observing outcomes, designing presentation materials, and helping coordinate the logistics of the specific activities.
