1.2.1. The vendor shall source, screen and present an Illinois-licensed physician, as needed, to provide services to the Alton Mental Health Center to ensure coverage. This includes verifying current and expired medical licenses and controlled substance registrations, verifying employment history from references, acquiring an AMA or AOA profile, and checking customary OIG websites for Medicare/Medicaid sanctions. This position is administratively responsible for overseeing all medical and psychiatric and nursing care treatment. Must monitor emerging evidence-based standards of practice for inpatient psychiatric care and supervises, trains and credentials medical staff. Reviews all restraint authorizations and critical incidents and directs, designs and implements policies and trainings as needed. Serves as Chair on various committees and provides consultation to other hospital administrative personnel on clinical, medical, and nursing issues. All Medical Directors referred by the vendor must have and show necessary qualifications outlined in 1.2.3 to perform required duties. Medical Directors are independent contractors of the Contractor and not subcontractors, agents, or employees. 1.2.2. Under administrative direction of the Alton Mental Health Center CEO, the physician serves as the Medical Director of Alton Mental Health Center; supervises medical staff; maintains the overall quality of clinical care provided to the individuals at the facility, including planning, staff administration and implementation of medical treatment regimens, individual care programs and services of the facility. Develops, implements, and monitors policies and procedures related to established standards for individual care, medical ethics and licensing/regulations. 1.2.3. Minimum Requirements of the Medical Director– Requires an Illinois license to practice medicine and an American Board of Medical Specialties Certification, or its equivalent, in Psychiatry. Requires three years of substantive medical administrative experience in directing, planning, and evaluating a medical/clinical program. Requires ability to supervise and coordinate staff and activities of other professional disciplines. Requires ability to develop and maintain effective working relationships with various professional disciplines. Verification of License and outlined experience above shall be provided by the vendor when presenting a qualified candidate. 1.2.4. Training will be provided to the Medical Director to facilitate requirements and infection control practices consistent with the Infectious Disease Control Policy. In addition, consistent with Center procedures, the Provider is required to receive a TB (Mantoux) skin test prior to staring the assigned duties or provide documentation of a test performed within the last ninety days prior to starting assigned duties. 1.2.5. The medical care and treatment records of the Alton Mental Health Center individuals contain confidential information. They are by law and by Alton Mental Health Center policy required to be kept confidential. The vendor agrees to inform the Medical Director of the prohibition against making any copy of or otherwise distributing individuals’ records, nor otherwise disclosing any information from these records, except as necessary to perform services required by the contract or unless otherwise legally authorized. 1.2.6. The vendor shall provide coverage for malpractice insurance for the Medical Director presented for service and cost of such shall be included in the all-inclusive hourly rate listed in BidBuy. 1.2.7. If necessary, the vendor shall provide coverage for transportation, lodging and healthcare coverage for the Medical Director presented for service and cost of such shall be included in the all-inclusive hourly rate listed in Section 2.1. 1.2.8. Alton Mental Health Center reserves the right to set the work schedule for the Medical Director. Routinely, work hours will be 37.5 hours per week, between the hours of 8:00am and 4:30pm, Monday through Friday. The Medical Director will be expected to be available by phone outside of scheduled on site work hours. 1.2.9. This contract, as to its validity, interpretation, execution, and performance, shall be governed by the laws of the State of Illinois. 1.2.10. It is the responsibility of the vendor to submit invoices to the Alton Mental Health Center Business Office after each weekly service period has been completed. 1.2.11 Vendor shall inform the Medical Director that unattended vehicles must be locked at all times and at no time should any vehicle be left unattended with the motor running or the key in the ignition. The Center’s traffic regulations must be observed. 1.2.12. Alton Mental Health Center’s CEO or designee shall be the monitor for this contract. For procurements conducted in BidBuy, the State may include in this contract the BidBuy Purchase Order as it contains the agreed Supplies and/or Services.
