2. MODEL: a. The tractor backhoe shall be the current production model at the time of delivery. The machine(s) shall have a 2024 manufacture date b. Unit shall have a minimum operating weight of 18,000 pounds. So-called “Governmental” specification machines are not acceptable. 3. TYPE & USAGE: The tractor backhoe(s) will be used for ditching, culvert and pipe installation/removal, loading salt, sand, and other stockpile materials. 4. BATTERY: The required battery shall be lithium ion, maximum charging time of no more than (8) eight hours. Additionally, it shall be equipped with a cold weather start package, battery shutdown, and protected to minus 35 degrees Fahrenheit. 5. TIRES: a. 12.5/80-18 BKT TR461 A/T traction front tires 12 ply, or manufacturer recommended model and size b. 19.5L-24 BKT TR461 A/T traction rear tires 12 ply, or manufacturer recommended model and size 6. ELECTRICAL: 12-volt electrical system. 12-volt shall be a minimum of 750 CCA each. Fuse or breaker panel with two (2) spare circuits at 30 amp minimum 7. LIGHTS: The tractor shall be equipped with the following lights minimum: a) Two front mounted LED driving/work lights. b) Two rear mounted LED work lights. c) Two front and two rear mounted directional/hazard signal lights. d) Two rear mounted stop and taillights. e) Wiring harness, fuse and switch for strobe light. State will install the light. 8. CAB: a) The cab shall be fully enclosed, insulated, sound suppressive pressurized, with ROPS. Noise level in the cab under normal work applications shall not exceed 75 decibels. The cab shall have right and left side entrance doors with non-slip access steps and grab handles. b) Cab shall have tinted safety glass or equivalent all around to provide maximum visibility. Rear and side windows shall be capable of being locked in the open position. Front and rear windshield wipers. Front windshield washer, rear washer preferred, if available. c) Adjustable, fabric covered, mechanical suspension seat with lumbar support, armrests and seat belt. 9. FRONT LOADER: Tractor shall be equipped with an industrial grade front-end loader with a heavy-duty general-purpose bucket. Bucket shall be a minimum 1.12 CY heaped capacity and be equipped with a replaceable cutting edge and skid shoes. Bucket width shall exceed width over tires. The system shall contain the following features and meet the following minimum performance criteria: a) Hydraulic self-leveling. b) Automatic return-to-dig. c) Single leveler control with clutch cutoff switch. d) Bucket level indicator. e) Loader boom service lock. f) Lifting hook, safety rated for the lifting capacity of the loader. g) Lifting capacity at full height: 7500 pounds minimum. h) Dump height: 8 feet-11 inches. i) Breakout force: 11,100 pounds minimum. 10. BACKHOE: Tractor shall be equipped with a center-mount backhoe with an extendable dipper stick. If available from the factory, provide a ditching bucket with the tilt cylinders attached to the bucket. If not available, provide a factory installed hydraulically rotated quick-change system, like Helac, sized appropriately to the ditching bucket. Provide a heavy-duty 5 cubic foot, minimum, bucket with 4 digging teeth, and a 36 inch ditching bucket. Two lever John Deere type controls. The backhoe shall meet the following minimum performance capabilities: a) Digging force, bucket cylinder: 15,700 pound-feet. b) Digging force, crowd cylinder: 8,500 pound-feet. c) Swing arc: 190 degrees. d) 2-foot. flat bottom: 18 feet-3 inches. e) Maximum transport height: 11 feet-10 inches 11. MISCELLANEOUS EQUIPMENT: The following standard or optional equipment shall be provided: a) Counterweights if needed for ideal performance. b) Rear fenders. c) Reverse alarm, electronic, 112 dB minimum. d) Backhoe transport lock. e) Vandalism kit to secure all charge points. All locks keyed the same. f) Slow moving emblem mounted to rear of machine. g) OE spec Toolbox. h) One operator’s manual per machine plus 3 additional copies. 12. PAINT: The initial unit shall be the manufacturer’s standard color(s). Only LEAD-FREE paints shall be used.
