The purpose of this solicitation is to identify responsible firms qualified to assist HPCDC in completing organizational development tasks, education, and systems deploymentsufficient to ready the organization to thrive independently, as a non-profit community development corporation, by leveraging initial seed funding supplied by the 2024 ARPA grant to enable the organization to develop leadership, policies, procedures, knowledge, consensus, and capacity to indefinitely sustain the organization, help it define its brand within Durham and the target communities, attract qualified future staff, and recruit passionate, but also highly productive future working board and committee members well poised to contribute actively to uplift of the Fayetteville Street Corridor’s culture, history, infrastructure, businesses, residents, and leaders. This solicitation seeks a seasoned non-profit organizational development partner firm to provide direct, patient, hands-on, intensive support to the inaugural HPCDC governing board and potential committee members to grow and strengthen the organization over a roughly 18-22 month period, by making recommendations, educating on non-profit management fundamentals and best practices, and injecting immediate operational capacity, focused on long-range organizational success and resilience. Responsible proposers capable of helping Hayti Promise achieve the milestones and deliverables described in this solicitation will possess capacity, as well as a proven record of success delivering the Scope of Work outlined in Appendix A hereto. Responsible proposers additionally will possess the attributes needed to engage productively with Hayti Promise directors, its other partners, and local government staff and officials. Target Audience Through the services contemplated under this solicitation, Hayti Promise must ensure that it successfully develops a sound organizational structure, fundraising apparatus, and ample board capacity to uphold its fiduciary obligations to its diverse constituency and stakeholders beyond the implementation of the 2024 ARPA grant, including: • Durham taxpayers; • Residents or businesses exploring services to be provided; • Donors and investors seeking to support the organizational mission and goals; • Vendors interested in supplying goods or services; • Elected officials, journalists, and researchers.
