The University seeks to identify, select, and partner with a qualified Neutral Host Network Operator through this Request for Proposal (RFP) process to design, install, and operate a next-generation 5G Neutral Host Network at the Venues. This initiative is critical to modernizing the University’s cellular infrastructure, enhancing the in-venue experience, and supporting advanced digital capabilities for fans, alumni, students, and other attendees. The selected Contractor will become a strategic partner in implementing a comprehensive solution that aligns with the University’s goals for connectivity, innovation, and digital modernization. The scope of this RFP process will achieve the following: Qualified Contractor Selection: Evaluate proposals from Contractors with proven expertise in deploying and operating 5G Neutral Host Networks at high-capacity, high-density, and high-data-traffic venues. Prioritizing Contractors with demonstrated expertise in deploying neutral host networks for higher education campuses, particularly for outdoor stadiums and indoor arenas. Selecting from Contractors with a strong and positive track record and references from higher education institutions in the U.S. and similarly sized and scoped, major professional sporting venues. Ensure Contractors demonstrate compliance with Wisconsin regulations and experience working with similarly scaled and profiled facilities.
