SCOPE OF SERVICES The Port District has identified the following tasks to be included in the scope of work to complete the plan and implementation strategy. TASK 1: Determine Strategic Direction a) The Consultant will review relevant existing documentation and plans, studies, efforts, organizations and programs relevant to the Port District. b) The Consultant will assess physical assets in the Port District and inventory existing freight facilities and infrastructure c) The Consultant will conduct outreach with freight stakeholders, the Port District, and other community partners. d) The Consultant will work with the Port District and key stakeholders to develop a vision and mission statement along with goals, strategies, objectives, and tactics that align with State plans, priorities, and regulatory requirements. TASK 2: Operational Analysis, Assessment, and Evaluation a) The Consultant will complete an analysis of the District’s strengths, weaknesses, opportunities, and threats (SWOT) focusing on support requirements and operational needs. b) The Consultant will conduct a freight data analysis by transportation mode including barge, rail, truck, and air (Transearch & Waybill data obtained through IDOT). c) The Consultant will conduct a commodity flow analysis, which will identify freight movement, which is or could move to, from or through the region. d) The Consultant will conduct a gap analysis that will identify resources needed and potential project infrastructure to support the present and future needs in the planning horizon with emphasis on rail, road, and barge infrastructure improvements. e) The Consultant will conduct a market analysis and an industry cluster analysis to identify target industries. f) The Consultant will evaluate the Port District’s place and impact within the regional, national, and global landscape with regard to its industries and commodities. TASK 3: Resources, Investment Priorities, and Planning a) The Consultant will identify resources to improve the Port and programs to support operational needs that meet the strategic direction identified in Task 1. b) The Consultant will generate freight development concepts to address opportunities for economic development, transload, and modal shift. c) The Consultant will develop a land use and transportation plan focused on industrial areas in the Port District and rail, road, and barge connectivity. d) The Consultant will identify and prioritize sites for the development of target industries that capitalize on the Port’s freight activity, and provide a conceptual site plan, probable construction costs, and anticipated traffic impacts associated with the development. e) The Consultant will develop an economic development & marketing strategy and strategic financial objectives for the Port with emphasis on attracting target industries and retaining existing industries. f) The Consultant will provide alternatives and a recommendation on future governance and staffing structure of the Port District. g) The Consultant will identify and prioritize capital projects to support the Plan. Top priority projects, which may include general site and infrastructure improvements for the City’s levee system, the City’s marina, river terminal development, road and rail, new facilities, or new service offerings, should be coupled with an implementation plan that includes funding and finance mechanisms, responsible parties, and timeline.
