2. Scope of Services The vendor must provide two rear-loading garbage trucks. The vendor must be able to provide one or both of the garbage trucks for the duration of the Champaign Yard Waste Program collection periods, occurring in spring and fall. The specific deployment of the trucks (one or both) will be determined by the Public Works Operations Manager based on the operational needs during each collection period. The ability to adjust the number of trucks provided — scaling from one truck to two — must be available at any point upon the trigger by the City's Operations Manager. This flexibility is crucial to effectively respond to varying volumes of yard waste collected during the designated periods. The garbage trucks shall meet the following specifications: • Truck Specifications: o Minimum compressed capacity of 26 cubic yards per truck. o Full operational capability throughout the rental period. o Compliance with all applicable environmental and safety regulations. • Maintenance and Repair Responsibilities: o The contractor shall assume full responsibility for the maintenance and repair of the provided trucks. In the event of a breakdown, the contractor must initiate repairs immediately to minimize downtime. Should any truck become inoperable for a period exceeding 24 hours, the contractor is required to provide a substitute rear-loading garbage truck of equal or greater capacity and functionality at no additional cost to the City. This provision ensures that the City's yard waste collection services continue without disruption. • Collection Schedule: Must accommodate the Yard Waste Collection Program schedule. o Spring Collection: The rental period for garbage trucks used in the City’s Yard Waste Collection Program begins on the Friday before the collection starts. According to the City's Yard Waste Collection Policy, there are two collection periods in the spring, each lasting two weeks. These periods occur in April and May, covering a total of four weeks across these two months. The first collection period in April starts on Monday, April 7, or if April 7 is not a Monday, it begins on the first Monday after April 7. Similarly, the first collection period in May begins on Monday, May 7, or the first Monday following May 7 if May 7 is not a Monday. o Fall Collection: The garbage truck rental starting period shall occur on the Friday prior to the start of the collection period. This is defined by the City’s Yard Waste Collection Policy as: collection over six consecutive weeks starting on a Monday prior to the Thanksgiving week and collection resumes for two weeks following the Thanksgiving week break.
