The CONTRACTOR shall work with the Monitoring and Compliance Branch (MAC) to provide the following deliverables: 3.1.1 Consultation on an as-needed basis on compliance issues that pertain to areas of federal program administration, including, but not limited to, the Elementary and Secondary Education Act (ESEA), the Civil Rights Act of 1964, the Education Department General Administrative Regulations (EDGAR), the Uniform Guidance, ESEA Non-Regulatory Guidance, Dear Colleague Letters, and Office of Management and Budget (OMB) Guidance. 3.1.1.1 Consultation may pertain to consolidation of ESEA funding and consolidation of planning for ESEA funding. This may also involve modifying and eliminating State fiscal and accounting barriers to improve educational opportunities and reduce unnecessary fiscal and accounting requirements. 3.1.1.2 Consultation may pertain to consolidated monitoring, and whether consolidated monitoring efforts, via on-site and/or virtual, would be effective and feasible for the Department. 3.1.1.3 Consultation may pertain to fiscal related compliance such as indirect cost rates, Title I comparability, and maintenance of effort requirements. 3.1.1.4 Provide no less than quarterly technical assistance with federal program administration issues through a virtual webinar for program managers. 3.1.1.5 Consultation may involve the review of the Department’s written policies and procedures as required by the Uniform Guidance. 3.1.1.6 Consultation may pertain to federal reporting requirements, including but not limited to, ESSA federal reporting and Federal Funding Accountability and Transparency Act (FFATA) reporting. 3.1.2 Provide no less than one (1) in-person, two (2)-day training each year on compliance updates for federal education programs. 3.1.2.1 MAC and the CONTRACTOR shall mutually agree on the training content prior to the training. 3.1.3 A review of the Department’s completed Office of Elementary and Secondary Education’s (OESE) SEA Self-Assessment and Protocols to evaluate the Department’s fiscal and programmatic compliance of federally funded programs. 3.1.3.1 The CONTRACTOR shall provide feedback in a report to indicate any potential problem areas or red flags and offer suggestions for improvements or corrective actions
