A. Furnish and install all fixed-site speed camera system equipment, designed for easy relocation to other identified enforcement sites, along with all related components required for a complete, turnkey ASPE System. This includes, but is not limited to, the supply, delivery, installation, necessary signage, implementation, and maintenance of all equipment essential for the operation of a fully compliant ASPE System and citation processing system in accordance with federal, state, and local laws. The County shall not bear any costs or provide materials or labor for the installation, implementation, or continued operation of the ASPE System beyond the items specified in Section B. B. Be responsible for site design, engineering, permitting, and construction required to install or operate the system at sites agreed upon by the Contractor and the COR. The Contractor shall diligently follow up with all entities involved in the approval or installation process to ensure that authorizations proceed in a timely manner. C. Ensure independent calibration is conducted upon initial installation and annually thereafter, using a vendor selected by the County, with all associated costs borne by the Contractor. D. Comply with all applicable federal, state, and local laws, including § 21-809 of the Transportation Article of the Annotated Code of Maryland and St. Mary’s County Ordinance No. 2024-02, which establishes the “St. Mary’s County School Zone Speed Camera Safety Program.” The Contractor shall remain informed of all federal, state, and local laws, as amended from time to time, governing the use of speed monitoring systems to ensure and maintain the County’s compliance while utilizing the Contractor’s services. E. Issue warnings, notices, citations, flagged notices, summonses, follow-up notifications, past due notices, and court correspondence, as well as respond to general inquiries. Any written correspondence or documents received from citizens regarding issued citations or court requests shall be promptly made available to and viewable by the COR or their designee. F. Provide a secure, web-enabled citation processing system, including data processing, initial quality and violation reviews, prompt delivery of data to the County for violation review and citation authorization, citation mailing, bad address notifications, and maintenance of a secure internet-based violation viewing platform. G. Process all traffic citations issued pursuant to the ASPE Program, and prepare evidence packages for court. H. Operate a toll-free, bilingual (English and Spanish) telephone system with a customer support center available Monday through Friday, 8:00 a.m. to 5:00 p.m. Eastern Standard Time, excluding State holidays. The customer support center shall have a live, knowledgeable representative available to assist citizens with issues such as citations, payments, hearing dates, and related concerns. I. Conduct a public awareness and community relations education campaign (e.g., press releases, brochures, public service announcements). All materials must be preapproved by the COR prior to distribution or dissemination. The Contractor must also provide the COR with a distribution list for prior approval. J. Provide training for SMCSO, County and Court staff, and other officials involved in the use of the ASPE System, at no cost to the County and as often as necessary to accommodate changes in staffing assignments. K. Ensure that the ASPE System, including the web-based system, are secure and continuously operating for event review and payment acceptance.
