The Consultant shall put forth its best effort to ensure the satisfactory accomplishment of the tasks described in the Scope of Services. The Consultant shall perform the following activities in consultation with ARC staff in a satisfactory and proper manner, as reasonably determined by ARC. This work will include the following: • Review federal Title VI and DBE requirements for updates that apply to all ARC programs including the revised final rule issued on the DBE program updates in 2024; • Review state requirements for updates that apply to ARC programs (e.g., Georgia Department of Transportation (GDOT), Georgia Department of Human Service (DHS), Georgia Department of Community Affairs (DCA); • Review existing ARC Title VI and DBE Plans and Programs for compliance and currency; • Revise/update ARC programs for full compliance; • Conduct the required public outreach and engagement for program development; • Develop program implementation materials, such as required public notices, relevant contract provisions, appropriate RFP language, etc.; and, • Help ARC develop implementation strategy to improve DBE/Small Business participation throughout the agency.
