The successful Proposer shall host, support, and maintain an IT solution, known as the rental voucher management solution (“RVMS”), that allows the state of Connecticut, Department of Housing (“DOH”) to manage all aspects of its Section 8 Housing Choice Voucher (“HCV”) program and Rental Assistance Program (“RAP”). To successfully comply with the objectives of this RFP, the Proposer shall: a. Provide all services requested within this RFP; b. Work with the DOH and DOH’s Contractor for program administration to achieve all objectives in this RFP; c. Utilize industry knowledge to streamline, promote, and facilitate successful use of RVMS by its users; and d. Successfully transitionDOH’s current RVMS, as appropriate,to a cloud-basedhosted solution provided by the successful Proposer, within the timeline approved by the DOH. (Example: The system must be operational and capable of accepting new data within one (1) month after the effective date of the Contract. Additionally, substantial migration of existing data, including data quality control, must be completed no later than three (3) months following contract execution. (Final timeline and details to be refined upon award.) e. Facilitate effective communication based on visual representation, educational and informative content, as well as the compilation of the necessary information to facilitate the rental assistance voucher management and payment process for participants in the State-administered HCV and RAP programs throughout the state of Connecticut.
