The City is seeking proposals from vendors to install a new SCADA system capable of performing all typical process control functions at the existing locations. The SCADA system will primarily operate from the City’s Public Works Facility with the provision for remote, in the field operation. The City’s new SCADA system performance must meet or exceed the current industry standards for similar systems. Successful proposals will include each of the following items: Scope of Deliverable Products SCADA Software, Platform, Servers, and Human-Machine Interfaces A successful proposal will include the following: 1) A SCADA system built on Rockwell Automation’s FactoryTalk software as the foundational SCADA Software Package. 2) Provide all servers, computers, racks, switches, UPS’s, and other appurtenances necessary for a complete installation of the SCADA Software Platform, which shall be performed on-site at the City of Oak Harbor Public Works facility, located at 1400 NE 16th Ave., Oak Harbor, WA 98277. The City will procure the physical hardware for computers and servers through a parallel process and provide the computers to the selected vendor for use for the project. Vendors should dbe prepared to provide specifications for the computers to the City as part of the contract negotiations. Specific locations to install in the facility will be discussed during the initial meetings with the selected vendor. 3) Provide configuration for two (2) thin clients as workstation machines for the Human-Machine Interface of the SCADA software package. The vendor shall coordinate with the City on physical location to deploy one client in the City’s Public Works Facility. The second thin client should be a laptop. As defined in item 2, the selected vendor will need to provide hardware specifications for these devices to the City so that procurement can proceed.
