Task 1 – MTP Policy and Public Involvement Work Planning The Consultant will work closely with ARC staff to further advance development of a working construct for policy development. This assistance will include strategic planning sessions with ARC staff and facilitation of work sessions to expeditiously develop a strategic plan and schedule for advancing the policy work. Policy development assistance should begin with ARC’s Strategic Framework and should include a review of relevant policies, strategies and issues included in recent community development, climate, transportation and other ARC initiatives. Metro Atlanta Speaks survey results should serve as a foundation for understanding issues on the mind of regional citizens. A thorough review of ARC’s portfolio should be conducted to inform policy discussions with the TAQC, ARC Board and others, including the general public. Key Deliverables for this early task work are a strategic work plan and schedule for 2025 and a public involvement plan for the MTP policy work. Deliverables • Draft/Final Agendas and Meeting Materials for Strategic Planning Session with ARC Staff • Strategic Plan for Policy Development Work • Public Involvement Plan to support policy development work Task 2 – TAQC Policy Discussion Kick-Off ARC will meet with TAQC to discuss policy issues related to the MTP in Spring 2025. The Consultant will be expected to develop a draft agenda for the policy discussion as well as a facilitation plan for the work session. Once ARC agrees on the breadth and direction of the policy discussion, the Consultant will develop presentation materials that present ARC’s data and information in a manner that invites policy maker discussion and comment. The Consultant will also draft a facilitation plan with specific objectives and questions designed to elicit policy discussion. The Consultant should be prepared to serve as facilitator of the session. Following the TAQC policy discussion, the Consultant will meet with ARC staff and facilitate a work session about how best to integrate the policy discussion take-aways into the MTP. Outcomes of this session will be used to refine strategic next steps for public involvement and policy development.
