Provide professional architectural and engineering design services required for projects at the Capitol Complex. Proposed firms shall include an Architect or Engineer of Record licensed to practice in the State of California (CA) and to perform all work. The services may include, but are not limited to, studies, program confirmation, site analysis, hazardous materials survey and investigation, master planning, architectural and engineering design, renovations and repairs, historic restoration, landscape architecture and monument renovations, cost estimates, preparation of construction documents, State Historic Preservation Officer review and approval, regulatory review and approval, damage cost assessments, scheduling, cost-benefit analysis, art consulting, peer review, value engineering reviews, constructability review, code compliance, energy and sustainable design, energy modeling, commissioning, bidding support, project management services, and construction administration. Provide expertise on historical and SHPO requirements, assessment, and design. Offer specialized knowledge and advice concerning the evaluation and selection procedures for sensitive memorials, plaques, monuments, or other items intended for design and installation within the Capitol Complex. This experience should encompass guidance on engaging the public and related/specific affiliations for solicitations related to artwork, memorials, or plaques; establishing selection criteria; scoring methodologies; and the final selection of artwork.
