This bid is being solicited to provide supplemental service to the city in the mowing of private lots that are in violation of the City of Adrian’s weed ordinance for the calendar year of 2021. It is not the intent to use this contract for anything other than enforcement of privately owned properties in violation of said ordinance. A list will be generated and submitted to the contractor indicating the lots that require mowing. In general, the grass/weeds will be at a height greater than eight (8) inches. The entire lot may or may not need to be serviced, the contractor shall be paid per lot at the price bid for residential or commercial. In the event that a lot, whether it be residential or commercial, is greater than one (1) acre of mowable area, the contractor shall be paid for the lot per acre at the price on the bid form. The City and contractor shall be agree prior to the work commencing if the per acre line item shall be used. When service is required, contact will be made by a representative of the City of Adrian Code Enforcement Department indicating the need for the contractor’s service. No bill will be paid for work without prior permission for completion of the work. When mowing, the lots do not need to be “manicured”. The intent is to mow and or trim the grass and weeds that are in violation of the city’s eight inch (8”) height restriction. The finished height of all vegetation cut shall be 3 to 3.5 inches. No clippings shall be blown into the street or onto the public sidewalk. The price as bid shall for the area to be mowed shall be the total paid for each. If the contractor deems it necessary to “double cut” any lot or portion of the lot due to the height of the existing grass/weeds, the contractor shall not be paid for the additional cut. Contractor shall have serviced all locations within Two (2)) days of being delivered the list (weather permitting). The list shall be submitted via electronic mail message (e-mail) from the city to one direct contact whom the contractor designates as the point of contact. The time in which the list shall be completed begins the day after the e-mail has been sent. Contractor to provide a list of equipment proposed to be used in this effort. Description may include swath, horsepower, etc. Contractor to have minimum contact with owner of the property as well as the owner of the properties adjacent to the work. Workers are to be polite. Argumentative or abusive behavior by workers will be a cause for immediate dismissal of the contractor. Definition of this behavior will be at the sole discretion of the city. Digital photographs, with time and date imprint, shall be provided with each property bill, indicating before and after conditions of the lot or area of said lot being mowed. “Before” photograph(s) shall be taken upon immediate arrival to the property to clearly show the conditions prior to work being completed; “after” photograph(s) shall be taken immediately after completion of the service. All photographs submitted shall clearly indicate the property address being serviced within the photo. No payment shall be made for any work not documented by before and after photos. (In some cases more than one before and one after photograph will be necessary to document the work completed)
