The Illinois Department of Transportation (IDOT) is seeking a vendor to identify best practices in the recruitment, hiring and retention of its personnel and management in technical and non-technical positions and make any necessary recommendations to IDOT to ensure the agency has the capacity to manage and execute the State’s shortterm and long-term plans for infrastructure and capital investments. The study will include: • Assessment of targeted recruiting efforts; • Examination of IDOT’s internal hiring process; • Identification of capacity building methodologies; • Review of education, skill set and experience requirements; • Evaluation of advancement and career path incentives; and • Benchmarking and evaluation of compensation and benefits.
