Under VITA’s current contracts with Gartner and Info-Tech, the Commonwealth and other Authorized Users may purchase advisory services on a time and materials (hourly) basis. In contrast to the current contracts, advisory services are not in-scope to this RFP. However, in lieu of advisory services, Supplier may, at its option, include analyst services in any fixed-price IT Research Subscription Service. Examples of strategic and tactical areas where analysts have historically aided include, but are not limited to: • Benchmark data; • Conduct forecasting; • Contract negotiations; • Formulate projections; • IT governance and related policymaking; • IT industry trends analysis; • IT recruitment and staffing; • IT resource planning and management; • Project development, management, and evaluation; and • Purchase decisions. 3) Consulting Services
