The Minnesota Department of Human Services, through its Fiscal Analysis and Results Management Division (STATE), is seeking proposals from qualified Responders to conduct a study that synthesizes findings from multiple studies to identify opportunities to strengthen the experience of older adults, caregivers, and people with disabilities as they navigate to access needed services and supports. STATE may extend the contract up to a total of five (5) years. 2.2 Tasks and Deliverables To be eligible to respond to this RFP, an entity must demonstrate it has engaged successfully with people who use disability services and their families by providing examples of previous engagement. This could include a description of previous engagement or work samples from previous projects that included engagement with people who use disability services and their families. Responders to this RFP must clearly describe how they will fulfill each task and deliverable in their submitted Proposal. The specific tasks and deliverables required for this contract are as follows: 1. Develop and submit research plan to the STATE. The proposed plan shall include the following elements, at a minimum: a. An environmental scan and synthesis of study findings for studies provided by the STATE that focus on people’s experience navigating the HCBS system and services. A participatory analysis of findings with community members. Plan for how findings will be analyzed to produce an actionable list of policy recommendations. Analysis should include: i. Identification of changes at the local, state, or federal level needed to implement any recommendations. ii. Support for local organization, service providers or other partners needed to implement changes. iii. New legislative or federal authorities that may be needed to implement changes.
