The Department of Administration is issuing this request for proposal to contract with three or more organizations to provide independent external review of all adverse determinations of health care complaints submitted for external review under Minnesota Statute 62Q.73 Enrollee - the individual or anyone legally acting on behalf of an individual who has received an adverse determination may submit a written request for an external review of the adverse determination. Contractor, Vendor, or Responder - an organization or business providing or seeking to provide (under this RFP and any subsequent contracts) independent external reviews of all adverse determinations submitted for external review that is awarded a contract based on this RFP. Responsible Agencies – Department of Commerce, Department of Health, Department of Human Services, and Minnesota Management and Budget; agencies that will control the services contracted for by this RFP. Reviewer(s) - alternative dispute resolution professionals, experts in health- related law and/or licensed expert medical professionals who will be involved in conducting the review and making the determination of the outcome
