The City of Oak Harbor’s Inflow and Infiltration Correction project directly supports the EPA’s FY2022-FY2026 Strategic Plan Goal 5: Ensure Clean and Safe Water for All Communities. The project addresses miles of leaking public sewer main lines, rain gutter and private drain connections, and localized flood areas at manhole locations. The project will improve the quality of groundwater and surface waters. It will replace aging infrastructure in some of the most disadvantaged areas of the city. The work to be performed by the Consultant consists of preliminary engineering and associated work to produce a complete Plans, Specifications, and Estimate (PS&E) Package for the Inflow and Infiltration Correction Program Project (ENG-22-09). Continuation with the Consultant to a future phase (construction management) will be evaluated at the completion of the preliminary engineering phase. Services shall include: • The Consultant shall evaluate existing sanitary sewer CCTV data and reports. • The Consultant shall conduct a field inspection of each pipeline segment, manhole, and sewer lateral connection for the purpose of verifying the accuracy of existing CCTV, maps, and other related data. • The exact method of rehabilitation should be determined during pre-design work. • Preparation of environmental permitting documentation • Surveying • Compliance with State/Federal/Local requirements • Construction Documents and Specifications that generally conform to WSDOT Design Standards. • Coordination and review with City staff.
