The City seeks to partner with a firm to deliver a unique housing opportunity featuring a mix of market-rate and affordable housing sensitive to the existing context of Single-Family Residential to the east and west of the site and surrounding Institutional and Commercial uses. The Development Team will be responsible for the following Scope of Work elements: 1. A development strategy that serves as the blueprint to deliver market-rate and affordable housing options that are in alignment with the City’s goals and vision for downtown. Redevelopment of the property for market-rate and affordable housing that harmoniously integrates with the existing context. 2. Development Partner Scope: o Undertake pre-development activities including environmental and geotechnical testing, architectural and engineering work, analysis of the condition of existing utilities at the site, and site analysis. o Prepare market analysis, development strategy and financial feasibility study; o Develop context-sensitive architectural plans consistent with City Downtown Code and Master Plan; o Develop and manage an implementation schedule; o Develop a project budget for design and construction costs o Solicit prices and contracts for construction; o Oversee construction and ensure completion in a timely manner; o Deliver a project consistent with the City of Spartanburg's goals.
