1.3.1. Building Commissioning resides with the Contractor. The successful respondents shall act as the Commissioning Authority (CxA) for the Owner and be able to provide total building commissioning technical and procedural leadership during all project phases, (Including but not limited to OPR, Pre-Programming, Programming, BOD, Schematic Design, Design Development, Construction Documents, Construction, Acceptance, and Warranty). Successful respondents shall oversee and provide comments to the Commissioning Plan developed by the Contractor. Successful respondents shall witness and document delivery, installation, start-up, functional performance and facility integration testing during project construction, acceptance, and warranty phases, and facilitate and support Owner training, facility operation documentation, and final completion and acceptance of the specified project. Successful respondents shall also provide a report documenting benefits of commissioning for the project, itemizing impact to project in cost and time. 1.3.2. The successful respondents shall be well-versed in the current industry standards for total building commissioning, including, but not limited to, standards established by ASHRAE (ASHRAE Guideline 0 and Guideline 1), the U.S. General Services Administration, U.S Green Building Council, NFPA, the National Institutes of Health, ASHE Health Facility Commissioning Guidelines (HFCx) and Biosafety Lab Certification. The successful respondents shall be proficient with the tools and methods promoted with total building commissioning programs listed above and shall be expected to provide assistance to the Owner in utilizing these tools and methods. Successful respondents shall also review Project, UT MD Anderson, and UT Austin Design Guidelines and the project facility program or pre-design report (as applicable) to develop familiarity with the Project scope. 1.3.3. The engagement will require the generation of deliverables that document recommendations for designs in conjunction with design reviews of construction documents, constructability reviews, reviews to improve or reduce system maintenance and operating cost over the life of the equipment/systems and conditions encountered during the construction of the Project. Design phase review comments should be made ensuring clarity, completeness, and compliance with all Owner Design Guidelines. In addition, the successful respondents will recommend alternative design approaches based on industry best practices. In most cases, design review comments will be in the format designated by the UT System Owner’s Designated Representative (ODR) for distribution to the A/E team, UT Austin, and UT MD Anderson. 1.3.4. Participate in design review meetings and technical work sessions with ODR, the Project design team, and Construction Contractor. 1.3.5. Successful respondent will ensure that sufficient staffing will be available for and appropriate to the complexity of scope, investigation, planning, design, sequencing, construction and close-out throughout the duration of the Project.
