Winona State University (WSU) is designing and building the Center for Interdisciplinary Collaboration, Engagement & Learning (CICEL) to replace the severely outdated Gildemeister and Watkins Halls with a new 73,000 square-foot building as the first net zero energy facility in the Minnesota State System . WSU CICEL is funded for design-only at this time, in anticipation of future legislative construction funding. Scope of services and fees will be identified for the full project, but only the scope through Design Development will proceed initially.
