The final scope of services will be included in a contract with the selected consultant. The following objectives and work tasks are to be considered for bidding purposes in developing individual proposals. 1. Title 24 CFR 91 Subpart A---General Consultants will have demonstrated experience and working knowledge of the consolidated planning process. 2. Title 24 CFR 91 Subpart B---Citizen Participation and Consultation Consultants will collaborate with agencies that provide: housing and social services; fair housing services, homeless services, health services, Lead-based paint services and services related to economic development. Collaborate with adjacent State and local planning agencies, HOPWA organizations and local Public Housing Authorities. 3. Title 24 CFR 91 Subpart C---Local Governments; Contents of Consolidated Plan The consolidated plan must provide a concise summary of City of Charleston estimated housing needs projected for the ensuing five-year period. Housing data included in this portion of the plan shall be based on US Census data, as provided by HUD, as updated by any properly conducted local study, or any other reliable source that the City clearly identifies and should reflect the consultation with social service agencies and other entities conducted in accordance with 24 CFR 91.200 through 91.230.
