Please note: This is a Sole Source Notification. The Michigan Department of Health and Human Services (MDHHS) Juvenile Justice Reform Division intends to enter into a contract with the Intended Source to provide technical assistance and training on how to use the copyrighted and proprietary Massachusetts Youth Screening Instrument-Version 2 (MAYSI-2) tool to help counties and tribal governments inform identification of youth suitable for diversion from formal court processing. The Contractor must: Provide five hours of technical assistance with two consultants (ten hours total) through virtual meetings and email to develop a template policy and procedure document. The document will reference guidelines on how to administer the MAYSI-2 tool, standard cutoffs to use for critical case designations to support diversion decision, and recommended guidance on locally developed models for quality assurance and data tracking. The document will also inform the development of a standard MAYSI-2 tool training package to be delivered by contractor consultants in coordination with MDHHS. Develop and deliver of a minimum of five, three-hour virtual trainings on use of the MAYSI-2 tool to a maximum of 40 participants per session. The trainings must be structured consistent with the contractor created template policy and procedure document and provide local jurisdictions with the necessary training to administer, score the and use MAYSI-2 tool screening results to post-screening triage and decision-making. Provide one recorded training session with access and exclusive use of the recording offered to MDHHS.
