Waller Independent School District is requesting Statements of Qualifications for HVAC Testing and Balancing Professional Services as part of its 2024 Bond Referendum and other potential projects. Professional services are being procured per requirements of Texas Government Code Section 2269.058 and Chapter 2254. 2. The district seeks statements of qualifications from firms capable of performing Testing and Balancing Services for the district, on an as needed basis. 3. The awarded firm(s) may be on call to attend Board meetings, with adequate notice provided by the Board President, Superintendent, Chief Operating Officer or Designee. 4. The awarded firm(s) must be responsive to telephone calls and requests from District representatives. 5. This district reserves the right to award in any manner deemed to be in the best interests of WISD. 6. The total value of awarded contracts may vary based on annual needs. 7. The warranty, general, special terms and conditions, insurance, submittal documents and specifications as stated herein shall apply and shall not be nullified, voided or altered in any way by the inclusion of the Proposer's pre-printed forms with this proposal or any other document submitted during, delivery of product, invoicing, acknowledgements letters, emails, faxes, routine communications between the contracted parties, of subcontract employees, or third parties unless specifically acknowledged and agreed, in writing by WISD. 8. During the term of the contract, items that may not have been included in the initial proposal may be included by mutual agreement of the successful contractor and the District as various needs change. 9. Any additional agreements/contracts to be signed by WISD shall be included with the statement of qualifications submission. 10. Subcontracting of any portion of required services will not be allowed, without the prior written consent of Waller ISD. a. General Requirements – • Testing and Balance Provider shall have a minimum of one or multiple of the following qualifications/certifications: • Licensed Engineer in the State of Texas • Certified Test and Balance Professional by either ASHRAE, NEBB, AABC, or others as approved by Owner. • Acted as the principal Test and Balance Provider for at least five similar-type projects. • Exhibit extensive field experience. A minimum of five full years in this type of work is required. • Exhibit extensive experience in operating and troubleshooting HVAC systems and associated electronic Building Automation Systems. • Exhibit excellent verbal and writing communication skills and be highly organized and able to work with both management and trade contractors. b. Basic Services – Construction Phase • Conduct a kick-off meeting with the Contractor, including installation subcontractors, to discuss the Test and Balance scope, coordination, and schedule as identified in the specifications. • Review applicable contractor submittals concurrent with the design team reviews. • Provide Owner and design team with jobsite observation reports after each visit. • Develop project-specific Test and Balance checklists for use in installation verification, testing documentation, and installation compliance. • Conduct jobsite visits during construction to observe component and system installations. • Review and approve equipment startup reports. • Submit an electronic copy of the Summary TAB Report.
