The Sewerage and Water Board of New Orleans (the “Board” or “SWBNO”) solicits proposals from competent, experienced storm drain and sewer evaluating and cleaning certified companies to establish a Contract required to pre-assess drainage structures, clean storm drain mains, laterals, and drainage structures, as well as to perform CCTV inspections, as deemed necessary. This contract will be used to maintain a properly functioning Drainage System throughout Orleans Parish. 2.2 Scope of Services The Sewerage and Water Board of New Orleans solicits proposals from competent, experienced storm drain and sewer evaluating and cleaning certified companies to establish a Contract required to preassess drainage structures, clean storm drain mains, laterals, and drainage structures, as well as to perform CCTV inspections, as deemed necessary. This contract will be used to maintain a properly functioning Drainage System throughout Orleans Parish. Work to be performed under this contract shall include, but not be limited to: Pre-assessing the Drainage System by means of pole mounted cameras, and other approved equipment to determine whether or not storm drain lines are required to be cleaned or further inspected via CCTV. CCTV along with other approved inspection methods, and cleaning of storm drain mains, laterals, manholes, catch basins, conflict boxes, siphons, drop inlets, culverts, and any other drainage structure servicing the Drainage System, as assigned via Work Orders. Responding to emergencies as required to perform, pre-assessments, cleanings, or CCTV inspections. Provide recorded findings in digital format including segment identification based on the NASSCO PACP, MACP, LACP Guidelines. o Proposer shall submit deliverables to Engineer on a USB or external hard drives. o Proposer shall provide data of inspection results of the pipeline and condition of assessment. Submittals shall come with data in Microsoft Access Database containing all data found in the inspection, compatible with OpenGov Asset Management Software. o Proposer shall provide a detailed inspection narrative and reports covering the preassessment and CCTV inspection work and the information acquired from the assessment of the pipelines and structures. Reports shall conform to the National Association of Sewer Service Companies’ (NASSCO) Pipeline, Lateral, and Manhole Assessment Certification Programs 9 (PACP, LACP, MACP), for coding of defects and noting of observations during inspections. The Proposer shall provide all required equipment, parts, materials, supplies, labor, devices, and transportation to complete the work as specified herein. The proposer will be required to collect asset related electronic data on OpenGOV Cartegraph Asset Management software as areas of work are identified, tasks and work orders created, and work is completed. The Asset Management Software will be used to collect data, complete assignments, create tasks as needed based on field conditions, create work orders based on grouping of tasks to pre-assess, clean, or CCTV. Note: User access and training will be provided to contractor and Engineer by SWBNO via City of New Orleans. Use of Procore software to create and monitor daily logs, requests for information (RFI), plan changes, contract quantities, submit invoices, etc. Proposer shall mobilize at each site to be pre-assessed, cleaned, and/or televised, obtain plans required for safety and for traffic control per this contract. o The Proposer shall maintain, and remove all signs, barricades, flagmen, and other traffic control devices as may be necessary for the purpose of regulating, warning, or guiding traffic. o Traffic control signs, barricades, warning lights, devices, and methods, shall comply with Part VI of Manual on Uniform Traffic Control Devices for Streets and Highway (MUTCD). o Proposer shall always maintain fifty percent (50%) of the roadway accessible to vehicular traffic between the hours of 7-9 A.M. and 4-6 P.M o Proposer shall always maintain hundred percent (100%) of the roadway accessible to vehicular traffic for major streets between the hours of 7-9 A.M. and 4-6 P.M.
