A. Consulting Services 1. Company will be required to complete the following: a) recommend the schedules of rentals and other charges for use of the services and facilities of the Authority; b) provide recommendations, benchmarking, and any other analyses as needed with respect to any proposed changes in the schedule of rentals and other charges, c) organize and execute required airline consultations for passenger facility charge (PFC) applications; d) review Authority’s annual budget; e) complete feasibility studies for capital improvements; and f) recommend best practices concerning leases, contracts, operating agreements, and business plans. 2. Company will be required to assist Authority staff with: a) the preparation of and any updates to the Airport Master Plan, Part 150 updates and any business plans; b) designing and conducting passenger surveys; c) preparing and filing PFC applications; d) engaging in any airline negotiations; e) preparation or update of FAA Competition Plan; f) Preparing and submitting FAA Letter of Intent applications, which may include some or all of the following elements: benefit cost analysis, preparation of Standard Form 424, and financial plan; g) airfield simulation modeling for benefits quantification; h) project justification for any loan or grant programs, including but not limited to, Airport Improvement Program (AIP), FDOT, PFC, and TIFIA funding, some of which may include benefit cost analyses and feasibility studies; i) local or regional studies related to light or high-speed rail initiatives; j) rental car, parking, and traffic studies and analytics; k) Concessions, real estate development, land use, or other commercial program analyses; l) forecasting passenger flow analysis planning assistance for specific facilities; and m) insurance coverage review. 3. Company will provide such additional assistance and advisory services as may be specifically requested by the Authority.
