DFCS is seeking proposals for the development and operation of a Low-Barrier Warming/Drop-In Center ("Center"), located in the area of Rome and/or Camden, Oneida County, due to significant need in that area. DFCS is seeking emergency respite for those experiencing homelessness who are unwilling or unable to access the existing shelter system, for all nights of the Code Blue season, starting November 1 and running through April 30, with a potential for annual programming. The Code Blue season is described as when the temperatures fall below 32F degrees and/or a wind chill below 32F degrees. These respite services would require basic overnight accommodations in a safe space on any given night and will be provided through direct referrals from DFCS.
