A. Digital Parcel Consulting Qualified vendors will have experience editing parcel boundaries and improving the match rate between GIS parcels and CAMA records. This process includes updating parcel boundaries and subdivision changes to ensure that the data is current and accurate. Ensuring that there is a GIS representation of every CAMA record is a priority. Attention should be given to parcel geometries that are commonly missing or inaccurately represented such as condominiums. Vendors should be capable of identifying and addressing non-assessable parcels such as rights-of-way and public lands to minimize discrepancies in the data. Vendors must identify and report the sources that lead to mismatches between the GIS parcels and CAMA records. B. CAMA Improvement Consulting Qualified vendors will have the knowledge and experience to improve the match rate between CAMA records and GIS parcels, ensuring that every CAMA entry is accurately linked to a corresponding parcel. In addition to match rates improvements, vendors must be capable of working with member municipalities to enhance the appropriate usage and increase the completeness of their CAMA records. This includes ensuring that the 38 attribute fields in the Connecticut State Parcel Layer are as fully populated as possible by identifying and resolving inconsistencies with fields or missing data. Vendors should provide technical expertise and guidance to municipalities to improve data accuracy, completeness and overall integration of CAMA and GIS datasets. Vendors must identify and report the sources that lead to mismatches between CAMA and GIS parcels.
