• NPDES Program Management; o Prepare Annual Report and other related reports o Train City staff in implementing NPDES requirements o Attend/represent City at various NPDES/committee meetings o Update the City’s Local Implementation Plan (LIP) • NPDES Inspections; o Develop a database/program for construction sites, industrial/commercial, municipal, water quality management plans, best management practices (bmps) and restaurants o Inspect and report • NPDES Illicit Connection/Illegal Discharges o Respond to complaints, investigate, report enforcement actions to City (as needed) and prepare reports • NPDES Public Education and Residential/HOA program implementation; • Develop and implement a program to comply with the State of California – State Water Resources Control Board’s (SWRCB)Trash Provisions; • Compliance with the SWRCB’s Construction General Permit (CGP) and all reporting requirements in the SWRCB’s Stormwater Multiple Application and Report Tracking System (SMARTS); • Grant Writing – prepare water quality/bmp grant applications and exhibits and coordinate with the City’s grant writer, (Townsend Public Affairs). Administer and manage grants as directed by City staff; • Water quality/sediment sampling and monitoring programs; o Develop and implement sampling programs, including but not limited to, selenium, copper, sediment, bacteria, dry-weather diversions, routing compliance sampling and regional programs (i.e. areas of special biological significance (ASBS) and Bight programs) • Assist City staff with various additional water quality programs/permits, including but not limited to, unfunded mandates, Deminimus permits and the City’s oil field permit; • Liaison with various City departments, including but not limited to, the Building Department, Planning Department, Code Enforcement, Utilities Department and the Harbor Department as related to the NPDES program; and • Attend and represent the City at various special events, i.e. Earth Day, Coastal Cleanup Day and the Newport Harbor Underwater Cleanup. Proposers shall expand on the Scope of Services listed above and add any other items that will bring value to the project.
