The scope of work, specific actions required will include: 4.1 Work with the Community Development Director, Public Works Director, Fire Chief and Deputy City Manager to define the purpose, use and goals of the study. Review the project schedule and answer any questions pertaining to the successful development of the study. 4.2 Conduct a comprehensive review of the City’s existing development fees, including the fee structure (percentage of valuation? Flat rate?)Compare with best practices for fee structure. 4.3 Identify the total cost of providing each City service in a manner that is consistent with all applicable laws, statutes, rules and regulations governing the collection of fees by public entities. This should be broken down by function (for example: transportation, building). 4.4 Compare service costs with existing recovery levels. This should include any service areas where the City is currently charging for services as well as areas where the City, perhaps, should charge in light of the City’s practices. 4.5 Recommend appropriate fees and charges based on the analysis with the objective that the development fees will cover the direct and indirect costs of service delivery. Recommend potential new fees and charges for services the City currently provides but does not have any fees and/or charges established. 4.6 Prepare a report that identifies each service, its full cost, recommended and current cost recovery levels. The report should identify the direct cost, the indirect cost and the overhead cost for each service and provide a model for adjusting these fees for the City’s current and future needs.
