The purpose of this RFP is for Respondents to submit materials establishing qualifications to provide the work, labor, materials and services necessary to complete OWNER Project programming, professional design, management and construction services for the project as proposed in entirety. This RFP is a single phase competitive process for the OWNER’s selection of a DBE to complete programming, design and construction of the Project in two parts: Part 1 – Preconstruction Phase Services: Phase I, Preconstruction Period Services will be performed for a stipulated or fixed amount. This first phase is associated with the Work of the DBE prior to the preparation of construction documents, permitting and start of construction services. Part 1 – Preconstruction Phase Services: Phase I, Preconstruction Period Services includes, but is not necessarily limited to, 1) completing OWNER Project programming; 2) production of required schematic design documents to 20% to 30% as necessary for DBE to depict programming and provide schematic drawings (criteria documents) that meets OWNER approval and provides DBE sufficient design criteria to create a design-build “Cost Model” and provide a GMP cost breakdown for all remaining design and construction work; and 3) develop schedules, bid trade packages and cost models/estimates needed, etc. Part 2 – Design-Construct Phase Services: Phase 2, Design-Construct Period Services will be contingent upon the DBE providing an agreeable GMP, programming and schematics. The DBE will manage the Architectural/Engineering (A/E) as required to design to the “Cost Model” and provide “turnkey” construction and commissioning of the project. For this Project, OWNER is utilizing a Best Value, Guaranteed Maximum Not to Exceed Design-Build procurement method. OWNER intends to contract with a DBE to complete the programming and Construction Documents design; obtain all necessary permits/approvals for construction of the Project; and construct and commission the Project.
