The selected contractor will provide restraint training for up to fifteen (15) York employees per school year (special education staff and any staff member who requests the training). Restraint training is designed to teach standards on how and when to properly restrain someone in accordance with T.C.A. § 49-10-1304. The selected contractor will address and include the following techniques: preventative techniques, de-escalation techniques, stress and anger management techniques, and escape and restraint techniques. The selected contractor must include the following when addressing preventative techniques: Knowing and identifying triggers of negative behavior, keeping body language and facial expressions neutral, respecting personal space, allowing students to use a safe space for decompression, practicing active listening skills, and supporting all students including those with challenging or volatile behaviors (e.g., keeping a steady routine). The selected contractor must make sure that the de-escalation techniques are at least half of the training content (minimum of four (4) hours). This content shall include but is not limited to verbal and non-verbal communication techniques, personal safety considerations, how to redirect an individual’s behaviors, and the de-escalation steps. The selected contractor shall address and include how to identify verbal and non-verbal stress indicators and external conditions as well as internal stress and stimuli prevention when referring to stress and anger management techniques. The selected contractor will address proper safety techniques for two-person escort of individuals and proper techniques for restraint based on an individual’s size, age, medical needs, or other factors when referring to escape and restraint techniques.
