Clemson University Livestock-Poultry Health (LPH) is a state regulatory agency consisting of the Animal Health Programs (AHP), the Clemson Veterinary Diagnostic Center (CVDC), the South Carolina Meat-Poultry Inspection Department (SCMPID), and the South Carolina State Veterinarian’s Office (SVO). LPH is requesting bids for purchase and maintenance of data management and reporting systems for the veterinary diagnostic laboratory and animal health programs. LPH requires a robust database to manage all domestic animal health programs regulated by LPH as required in the Code of Laws of South Carolina and South Carolina Code of State Regulations. This database will be used by all the units. The database software may be in several packages covering animal health programs, management of interstate veterinary certificates and animal identification meeting USDA APHIS VS requirements to transfer data to their database, and Laboratory Information Management System (LIMS) software for the CVDC. These must be able to transfer data with each other without third party software. The database may be purchased or contracted. If contracted, costs likely will include the initial setup and annual fees with the first contract, followed by annual contract renewals. The contract would be awarded to one vendor who meets our requirements. The contract will be managed by LPH. The CVDC received USDA funding to support the annual expense of the Trace First CoreOne for Labs Platinum Edition. This funding must be spent by May 31, 2025.
