The City is interested in contracting with qualified firms to provide a comprehensive Executive Classification and Compensation study and related consulting services. The complete Scope of Work for this project is included as Attachment A. • Executive Pay Plan Market Study o Perform a classification and compensation study for 22 positions in the Executive Pay Plan (Attachment C), including COO and Deputy positions. • Provide Policy guidance and best practice recommendations on the following: (Note: City staff plans to do the bulk of the work, but looking to the consultant for appropriate help on the following topics.) o Pay Equity Policy, to include considering: Pay Equity gaps withing the current pay structure. How to maintain internal and external equity. Equal pay for equal work while fairly compensating for qualifications and industry experience. o Current salary band structure and the City’s market analysis process of classifications within salary bands. o Job analysis/evaluation methods based on the City’s current pay structure. o Job description format recommendations. • Provide other compensation and classification guidance upon request.
