The City of Fernandina Beach hereby invites offers from professionals in the field of airport operations and management to provide professional general management services for the City's municipal airport. All management services must be performed in a highly collaborative way with the City of Fernandina Beach and the Airport’s Fixed Base Operator, Bent-Wing Flight Services. Management services will consist of, but are not limited to, the following: • Oversee daily operations and maintenance of the airport in accordance with any/all local, state, and federal regulations and/or licensing standards. Tasks include oversight of airport inspections, facilities maintenance, facilities/infrastructure repair, issuances of NOTAMs, and enforcement of applicable rules/regulations and minimum standards. • Manage and direct City staff (2 employees) in the course of daily operations • Develop Airport budget and execute all purchases within City policy and procedures • Manage the Airport’s capital projects in the coordination and development of the Airport’s Capital Improvement Plan and Airport Master Plan • Serve as the City’s liaison with FDOT, FAA, DEP and other federal and local stakeholders as needed regarding Airport operations • Coordinate with City staff and federal agencies on grant opportunities, application process, and all related documentation • Coordinate all special events related to the airport • Develop, negotiate, and coordinate all tenant leases for commercial activity, aircraft storage, and land use
