This project consists of the construction of a new 0.98 million gallon per day wastewater treatment plant (WWTP) at the Texas Department of Criminal Justice’s Wainwright facility in Lovelady, Texas. The new WWTP will be capable of conveying a peak flow of 2,500 gallons per minute. The WWTP will be constructed on the same site as the existing WWTP. The Contractor shall phase the construction of the new WWTP to prevent any disturbance or disruption to the treatment processes of the existing WWTP. A preliminary suggested sequence/phasing of construction has been included for the Contractor’s consideration however, the Contractor is solely responsible for construction phasing. Major treatment processes for the new WWTP include: Two (2) new castin-place (CIP) oxidation ditches with surface rotors providing motive forces and aeration, rehabilitation of an existing clarifier and RAS/WAS pumping, construction of a new CIP secondary clarifier complete with RAS/WAS pumping, CIP chlorine contact tank complete with gaseous chlorine feed system to disinfection of wastewater, rehabilitation of an existing concrete sludge storage tank, construction of a new CIP sludge storage tank, three (3) new positive displacement aeration blowers, and construction of three (3) new CIP sludge drying beds. Electrical power, including a new dieselpowered generator, and controls for these major treatment processes are also included. Other significant project elements include: demolition of abandoned treatment equipment (circa-1970s), demolition of five (5) existing sludge drying beds, new electrical primary feed, new precast concrete electrical control building, piping, manholes, CIP flow structures, gates, valves, weirs, and platforms and stairs. Contractor shall also be responsible for the complete startup of all project systems and elements.
