The consultant shall prepare a Comprehensive Safety Action Plan for Cambridge by: • identifying hot spots and corridors that have experienced or pose risk for serious injuries and fatalities (referred to herein as the “High Injury/High Risk Network” or “HI/HRN”) • analyzing the causes or risk of crashes by reviewing crash reports and conducting field observations at each location on the HI/HRN, conferring with the SHA District Office and Police Department, and by seeking public input (field walks, etc.), and provide a summary memorandum on each location. “Near miss” video studies may be requested by the City for certain locations. • recommending crash reduction goals and strategies through: o reviewing City laws, policies and practices such as the land development code, road code, traffic calming, etc. and provide recommendations for improvements. o identifying any programmatic efforts that could improve road user safety such as speed enforcement, bicycle safety programs, car seat checks, mobility programs for the elderly and disabled, young driver education, school zone safety, etc. to the extent that they are relevant in Cambridge. • holding one public open house meeting or workshop with the City’s Traffic and Safety Committee to gather community input on the plan. The deliverables for this task shall be: • a public-facing Vision Zero plan. • a summary memo on the methodology for the High Injury/High Risk Network. • the site-specific safety analyses. • materials necessary for and attendance at the open house meeting and/or Cambridge City Council Task 2. Demonstration Projects Based on the HI/HRN, the Cambridge Bikeways Plan, or other locations identified by the City the Consultant shall: • develop a safety improvement concept plan for each location using “quick-build” tools such as signs, markings, quick curb, flexposts, etc. • conduct one or more community workshops as necessary to gain input and concurrence on the project(s). • secure approval and access management permits from the State Highway Administration, if applicable. • prepare a specification book that the City will put out to bid for installation of the demonstration projects. • prepare an independent cost estimate for the demonstration project(s). • inspect the work of the City personnel or contractor installing the demonstration project. • conduct a “before and after” study for the project(s) based on metrics agreed upon with the City. The deliverables for this task shall be: • approved design drawings and access permits from SHA, if applicable. • a specification book/bid package for use by the City, if necessary. • materials necessary for and attendance at any community workshops. • record of inspection of all demonstration project installations. • before and after study of the improvements.
