The City of Vacaville is interested in contracting with a consultant to conduct and coordinate specified tasks for the Well 18, 19, & 20 Project, including preliminary design, design, and construction of both the drilling and equipping phases of the project. The consultant will be asked to schedule and manage the project to meet the City’s desired completion date of April 1, 2027. The work shall comply with the requirements of all the following without limitation, and shall apply to this RFP and any subsequent contract as though incorporated herein by reference: 1. Local laws 2. State laws 3. Rules and regulations of governing utility districts 4. Rules and regulations of other authorities with jurisdiction over the procurement of products The Consultant shall comply with all insurance requirements of the City of Vacaville in Appendix D. Services to be Provided: The Consultant selected shall provide all services to complete preliminary design, detailed design, and engineering services during construction for the Well 18, 19, & 20 Project. Specifically, the Consultant selected will be required to complete the following tasks: 1. Project Management: The City of Vacaville contact will serve as the contract manager and direct liaison between the consultants and other City departments. The consultant shall be responsible for project management activities throughout the life of the contract and the scope of activities including, but not limited to, coordinating and being responsible for scheduling meetings (including biweekly progress meetings and design submittal review meetings), creating and managing the project schedule, preparing and distributing meeting agendas and minutes, field reviews, tracking action items for the City of Vacaville and sub-consultants, and preparing all submissions for the City of Vacaville. Any modifications proposed to this solicitation are welcome provided they are innovative, advanced, and well thought out methodologies and shall be identified as optional and priced out separately in the sealed fee proposal. 2. Surveys and Mapping: The Consultant shall be responsible for data collection, site visits and assessments, mapping and surveying necessary for preliminary design, design, cost estimates, existing utilities, right-ofway impacts, and the level of environmental clearance. The scope of comprehensive base mapping and surveying includes but is not limited to Control Surveys, Aerial Photogrammetry, Limited Design Level Topographic Surveys, Right-of-Way Retracement, and a Record of Survey. 3. Geotechnical Studies and Documentation: The Consultant shall be responsible for explorations and evaluations of the subsurface conditions along the project and summarized in the Geotechnical Investigation and report containing design-level geotechnical recommendations for the project. 4. Environmental Studies and Permitting: The Environmental and Permitting Support task ensures that the project complies with all relevant environmental regulations and obtains all the necessary permits. The consultant shall be responsible for the preparation of the CEQA documents and other related permits required for the project. Additionally, the consultant will monitor any potential environmental impacts during all phases of the project to ensure that mitigation strategies are in place.
