The Arizona Department of Education (ADE) has outlined specific legislative requirements for K-3 reading programs, as part of the state's Move On When Reading (MOWR) policy, to ensure all students receive high-quality, evidence-based instruction in reading. This policy is aimed at preparing students for future academic success by requiring Local Education Agencies (LEAs) to implement a Core Reading Program that aligns with Arizona’s academic standards and meets the criteria set forth in A.R.S. §15-701, A.R.S. §15-704, and A.R.S. §15-211 (amended by HB2026). Beyond Textbooks (BT) is an initiative of the Vail School District near Tucson, Arizona that provides curriculum support, professional development training, and professional collaboration to improve student achievement. BT serves over 120 partner districts across Arizona and 5 other states, including public, charter, and private schools, and the Bureau of Indian Education. The BT program is looking to contract a qualified consultant, or team, to assess and demonstrate how Beyond Textbooks' curriculum now meets the ADE's requirements for a Core Reading Program. In order to support this initiative, this project will engage a qualified consultant or team to assess Beyond Textbooks' curriculum to ensure it aligns with ADE’s requirements, covers the essential components of reading, and meets ESSA Tier 3 or higher standards for evidence-based effectiveness. The objective is to provide a comprehensive analysis, identify gaps, and offer recommendations to ensure the program’s compliance with the state’s legislative mandates.
