Mass Digital uses agile software development. Roadmaps are revisited each quarter, and work is continuously reprioritized as our understanding of needs evolves. To such end, Mass Digital seeks to enter into Master Service Agreements (MSA) with multiple vendors who can join us in moving work through our product development process, supporting our engagements with agency partners, planning future work, and adapting to changing needs. This RFQ and the related MSA will qualify bidders and establish terms and hourly rates for said work. Hourly rates must be standard labor rates and not blended rates. Specific deliverables and tasking will be defined in individual SOWs, which will be developed and awarded following the process outlined below. SOWs may be fixed-priced or Time and Materials (T&M) and while they may vary in duration, we anticipate primarily establishing a quarterly cadence for them.
