Assist in the recruitment, as necessary, of hearing and review officers, mediators, Individualized Education Program (IEP) facilitators and, if needed, members of the complaint investigation team and provide recommendations to the NDE on the appointment of candidates. Assist in the implementation of the hearing and review systems, complaint investigation system, the mediation and IEP facilitation systems, and Constituent Concern Inspection process. The implementation of these systems includes the refinement of the processes required to implement new mandates or authority enacted into law or promulgated by regulation during the course of the contract. Provide technical assistance to NDE on the development and implementation of an electronic filing/monitoring system for alternative dispute resolution systems. Ensure the State level systems of alternative dispute resolution are implemented in a timely manner consistent with the IDEA and Nevada laws and regulations. Develop policies, procedures and forms to implement the alternative dispute resolution systems and recommend Nevada statutory and regulatory changes to these systems, if necessary.
