Contracted supplier(s) must provide Proficiency tests and related products to assess the laboratory's accuracy and competency to include but not limited to: a. Tests with pre-determined qualitative and quantitative results, as appropriate b. Tests that cover WSCL specified testing capabilities at the appropriate level of challenge c. Tests that have a proven success record with no significant quality issues that impact the results d. Tests for DNA Forensic Biology must cover capabilities for screening, STR, and YSTR testing with sample specific types such as blood, semen, and saliva e. Test schedule with multiple distribution dates to maintain appropriate level of operations at WSCL for the below testing categories: i. Controlled Substances (Seized drugs): semi-annual shipment ii. Latent Print Examination: semi-annual shipment iii. Serial Number Restoration: semi-annual shipment iv. Firearms examination: semi-annual shipment v. Toolmark Examination: semi-annual shipment vi. Toxicology (Blood Alcohol): semi-annual shipment vii. Forensic Biology/DNA: semi-annual shipment f. Appropriately packaged and labeled tests to ensure safety and integrity including any specific storage conditions needed to maintain stability of the tests g. Detailed instructions for test handling and analysis h. A clear report form with specific fields for recording results i. A report of expected results and performance assessment j. A service with quality control mechanisms to monitor test quality and stability, as applicable, and provide immediate notification to WSCL of any issues. k. An on-line service to allow WSCL management of the proficiency program including assignment of tests, assignment of user(s) permission/access, review/submission of data, test status and record tracking l. A service to provide individual on-line access for WSCL user(s) to enter, edit, review, and submit data m. A service to provide ability to review reports for up to five years
