1. Review Current Valley Transit System and Assessment A. Review previous mission & goals, most recent TDP update and proposed changes there-in, evaluating what was and wasn’t implemented and why B. Write and conduct driver interviews/surveys (in partnership with Valley Transit and ECWRPC); propose options to obtain new input C. Review Valley Transit’s current system: a. Current system operations & route structure b. Analyze boarding & alighting data (in partnership with ECWRPC) c. Review ridership and service level trends d. Analyze current route schedule and frequency e. Review the VT Connector microtransit services & other on-demand services (VT II – ADA Paratransit), schedules, and ridership, including origin-destination data; Priority is on the VT Connector f. Conduct needs assessment and analysis g. Review current Key Performance Indicators 2. Review Valley Transit’s current challenges a. Language barriers and partner organization’s roles in addressing b. Zero Emission transition related issues c. Infrastructure/land use issues limiting quality transit services d. Regulatory changes impacting training, work hours, safety, asset management 3. Identify Destinations and Major Trip Generators a. Review ridership and additional supplemental data to identify major trips generators and destinations across the system, including fixed-route and microtransit b. Determine any new generators within the service area c. Assess employers and employment in relation to transit service d. Identify essential services or additional priority locations e. Analyze and/or map land use and infrastructure challenges that impact transit users
