It is the intent of the Village of Glencoe (“Village”) to contract with a consultant (“Consultant”) for all necessary labor, expenses and materials to complete the Stormwater Master Plan for the Village of Glencoe. Further details related to the format and scope of services for the Stormwater Master Plan are described within. This contract will be between the chosen Consultant and the Village. The Consultant will be accountable to the Village for any deliverables and project outcomes. The Scope of Services requested shall include but not be limited to the following: • Review provided data – GIS information, historical storm sewer maps, land use map, other Public Works documents regarding existing flooding areas, etc. • Ensure new stormwater systems installed in the last 10 years are correctly portrayed in our GIS for accurate stormwater modeling. • Identify any data deficiencies in the provided data. • Collect or field verify missing GIS data such as elevation, material and diameter. • Develop a public input process. • Develop a model of the Village’s sewer system and review the model with Village staff. • Run 30-min, 1-hour, 3-hour, 6-hour, 12-hour, and 24-hour storm durations for the 10- year, 50-year, and 100-yearstorm event to determine the critical duration storm for the Village’s storm sewer system. • Prepare a stormwater modeling report outlining the results and review with Village staff. • Assess the IDNR ravine inventory and collect/review water quality samples at key outfall locations to establish a baseline for future water quality improvement projects. • Develop a variety of capital improvements that focus on flooding reduction and water quality enhancements through proposed green infrastructure with costs and review with Village staff. • Review Village’s stormwater maintenance history to better understand the key challenges facing our existing system. • Develop a maintenance plan for existing infrastructure to address the Village’s aging stormwater system to reduce clogging and system failures. • Review Village’s ordinances and suggest modifications to enhance the future stormwater system. • Review available funding mechanisms. • Prepare a report summarizing the results of this multiyear comprehensive study
