Municipal Solid Waste (“MSW”) are trash or garbage consisting of everyday items that are discarded by the City’s residents and businesses. The MSW is collected and transported to the City’s Honolulu Program of Waste & Energy Recovery (‘H-POWER”) facility. The MSW is sorted and processed and then incinerated at H-POWER, thereby creating electrical power. The City anticipates supplemental processing of MSW by the Contractor is needed during scheduled H-POWER maintenance outages which typically occur in March (maintenance on Boiler 3) and June (maintenance on Boilers 1 and 2); during unscheduled repair outages; during peak months (July, August, December, and January); and during the construction of the Waste Processing Facility Infeed Improvements Project (anticipated to start mid-2026). The estimated amount of MSW to be process is 100,000 tons annually. The Contractor shall furnish all necessary labor, equipment, materials, tools, supplies and appurtenances to process MSW into Refuse Derived Fuel (“RDF”) for the Department of Environmental Services (“ENV”), City and County of Honolulu (“City”), Honolulu, Hawaii. The use of this contract is mandatory when the services are needed by ENV.
