The scope of work will include, but is not limited to, the following: ● Overview - Master Facilities Plan: 1. Examining in detail the present and future public library facility needs required by present and anticipated public library programming, keeping in mind that library buildings are to be planned for a 20-year population projection; 2. Provide a site analysis space needs assessment and the project design to include an elevation drawing, site plan, and floor plan for the proposed project; 3. Address the library's ability to maintain and sustain library operations following completion of this project, i.e., building maintenance, expanded costs for utilities, staffing, maintaining a larger collection; 4. Address how the library will provide access for people with disabilities; 5. Address and remediate any safety issues found inside and outside the library; 6. Provide all relevant financial documentation as it relates to the library's local cost share responsibility, including funding sources, local financial resources, current revenues, fund balances, and unused bonding capacity. ● Service Specifications: 1. Consultant shall develop a stakeholder engagement process for assessing facilities and gathering information on needs and desire, including ADA considerations, in the development of this master facilities plan. 2. Evaluate the size of the facility and appropriate layout for service, program, and event delivery, code compliance, infrastructure storage, and health and safety conditions. Provide recommendations for improvement. 3. Conduct a complete and thorough Facility Condition Assessment (FCA) of the Downtown Library to identify deficiencies in the building and the site. a. The FCA shall be conducted by qualified individuals trained in, and licensed for, construction, engineering, or architecture for the specific building system assessed. A narrative shall be provided, documenting findings and needs categorized as immediate, short-term, and long-term capital repair/replacement, as well as likely costs. b. The FCA shall also determine any deficiencies, barriers, or safety issues to delivery of existing library services. 4. Identify potential improvements to current levels of energy and resources conservation and overall sustainability.
