The scope of work includes but not limited to the following phases and tasks. Proposers are invited to include additional tasks or steps that would be necessary to reach the university goals. 4.1.1. Phase One 4.1.1.1. Assist the University in determining the best progressive procurement strategy and develop specifications for a Request for Proposal. 4.1.1.2. Evaluate and compare the financial benefits, risks, and long-term cost savings associated with different procurement strategies to reach our goal. 4.1.1.3. Assist with procurement and P3 recommendations that reduce risk and ensure the best environmental and financial outcome for the University. 4.1.1.4. Provide guidance on partner selection, project delivery models, and strategic engagement with private stakeholders. 4.1.1.5. Assess current state of the University’s knowledge and documentation and identify information gaps necessary for utility modernization and decarbonization options. 4.1.1.6.
